This "anonymous complaint" @$#$#$ has got to quit! One of our most sacred rights is to be able to face or accuser! Personally, I'd tell them to either step forward or stuff it!

Uhhhh.... that's a big FU. Yes it's a hand with a questionable amount of fingers etc. and there is some obvious topiary skill/aesthetics involved but there is little mistaking that it is a big FU. Now if he spelled out what the gesture means in some cute topiary shrub letters I have to wonder if the people that are fine with the big FU finger would still be fine with a topiary translation. If I did that in my yard it would be all of one hour before I had issues with neighbors failing to see the aesthetic beauty of my big FU. And, to be honest, I would have issues with a big FU in my neighborhood. Honestly I would just skip the formalities of the city council/police and kill it with some round up or whatever. If anyone had issues I would tell them my act of killing the big FU was simply performance art that was inspired by the big FU itself. They could interpret it as they wish.
