“Plain or cork” explanation: originally cork was used to prevent flakes of tobacco from entering the smoker’s mouth. This later evolved to the filter. Note that the paper outside the filter these days usually looks vaguely like cork. I learned this from the Wikipedia article on cigarette filters.
