My first guess was that it might be an urn for a dog's ashes after cremation. Then I thought the statue might have been cast with the dog's ashes in the mixture.

It looks like it pees, with no tarnish on an area of the ground, even. So I figured it was part of a tasteless fountain.

I believe I've seen a cigarette machine in the shape of a dog where the finished product comes out the rear orifice. I can't remember where, though, and I'm not sure that I would want one.

The one I remember was a cigarette holder. Lift the tail and out it popped. (spell-check twice)
