Down here those crosswalks are there to provide income for the municipal workers who paint them and the guys that sell the paint to the municipalities. Any other supposed function is pure myth.

That flashing orange ball on a stick is called a Belisha Beacon, named after the Minister of Transport (Leslie Hore-Belisha) who had them installed to mark pedestrian crossings. The zebra stripes came later. http://en.wikipedia.org/wiki/Belisha_beacon
