By elimination:
-By the tents in the background (4) goes and homeless people usually don't have them, so (1) goes.
-Migrants are neater leaving (3).

I went to a rock festival (8 AM Sat to 12 AM) on an open prarie field.
Some friends of mine from our small town had the great idea to get there early and set up a tent, well back from the stage, and over some gopher holes. The old tent was large enough to be divided by a sheet into 2 small stalls. It was their answer to the Port-a-potty.
The MENs side had a funnel nailed to a post and a hose running into a hole. The WOMENs was similar, but with a chair with the center of the seat cut out. Since the "people in the know" were kept small there were no problems.
I should mention that it was Urinal Only.
I hate gophers!

Read further down in the article; there's a nurse at a first-aid station who notes that a woman is having a baby there. Supposedly the baby John Sebastian made up a song about on the spot while on stage. Yet no one has ever verified that a baby was born at Woodstock, nor has any now-45-year-old claimed to have been born there.
