What appears to be the home page has lots of pix and even videos of the 2018 contest. But I cannot find reference to competitions for 2019 or 2020.

This looks like Snegurochka, aka the Snow Maiden, granddaughter of Ded Moroz.

A woman who grew up in Odesa fondly remembers being chosen to be the Snow Maiden in grade school and helping Ded Moroz/Father Christmas hand out presents to a younger class. As much as we can piece together, there was probably only one of him but a Snow Maiden from/for every class. It was her job to go to the next class down, both incite and corral the kids, pass out the gifts he brought, and then help the kids open the presents after he left for another class. The gowns the girls wore for this were quite elaborate (show me a Ukrainian holiday dress which isn't absolutely covered in fine embroidery) and handed down/passed around as needed.
