A little googling reveals that Tony Sarg invented the balloons in the Macy's Parade. He also did some clever silhouette animations that you can find on YouTube.

BMN, all the strings from a marionette are tied to a control bar, usually cross-shaped like this: http://fromdeeperwater.com/wp-content/uploads/2012/11/marionette.jpg

To make the puppet spin, just spin the control bar.
