VW Snow Bug
German police in the town of Aachen were tricked by a very talented snow sculptor/prankster. A VW Beetle made entirely of snow was built in a no parking zone. It was so realistic that it got ticketed, in fact, local police only discovered the prank when they tried to brush off the licence plate and it was solid snow.

I loved the line in the article from teh police warden "We can take a joke as well as the next person". After all, the Germans are known for their keen sense of humor.
I remember seeing an interview with the Monty Python troup where they describe being asked to come to Germany to do a show because as it was put to them "Apprently yiou have good senses of humor and we don't". There is actually a clip of them doing the "Lumberjack skit" in german while wearing leiderhosen

Two things stand out here:
First, the meter maid had determined that the "vehicle" was an actual automobile.
Second, the meter maid decided, after a cursory inspection, to fill out a citation.
How thick does one have to be? "We can take a joke..." is BuSpeak for "We don't look like idiots and don't say we do."
